You are hereby requested to attend a meeting of the Parish Council in the Conference Room of the Memorial Hall on Wednesday 10th September at 7.30pm for the purpose of considering and resolving upon the business to be transacted at the meeting as set out hereunder.

    NOTES OF THE MEETING HELD ON 13TH AUGUST 2008. THESE HAVE NOT BEEN APPROVED AND MAY BE CHANGED AT THE APRIL MEETING.
    PRESENT: Councillors Mr. G. Hotchkin, Mrs. A. Bourne, Mr. P. Johnson, Mr. G. Pittendreigh, Parish Clerk Mrs L. Thompson and one member of the public.
    At 7.40pm the meeting was quorate; the Chairman welcomed all present and opened the meeting.
    • 1. Welcome by the Chairman.
    • 2. Apologies for absence.
      District Councillor Ogden; District Councillor Roberts; Councillor Spencer; Councillor Watts; Councillor Robinson.
    • 3. Minutes. The Clerk took the Minutes of the Meeting.
    • 4. Declarations of Interest: None Received.
    • 5. Public Participation and Matters for the Police.
      No Public Participation.
      Matters for Police. None.
      Lincolnshire County Council matters.
      Councillor Johnson commented on the state of the finger post at the East Road/Hale Road junction which needs refurbishing. Proposed by Councillor Johnson and seconded by Councillor Bourne that the Clerk write to the Highways Department requesting the refurbishment of the finger post. All agreed and resolved.
      District County Council matters. None.
    • 6. Minutes of Parish Council Meeting on 9th July 2008. Proposed Councillor Pittendreigh, seconded by Councillor Bourne that the minutes were correct. All agreed. The Chairman signed the minutes.
    • 7. Planning Applications:
      The Clerk submitted the following planning application:

      Following consideration of the application, it was proposed by Councillor Bourne, seconded by Councillor Johnson and all agreed and resolved that the Council do not wish to raise any objections to the application.
    • 8. Correspondence.
      The Clerk reported correspondence received:
      • a: An email from the Planning Department regarding the naming of the new development at Station Road. Proposed by Councillor Hotchkin and seconded by Councillor Bourne that the Clerk contact the planning department with the Councils objections to naming the development Station Road and not Tomlinson Close. All agreed and resolved.
      • b: A letter from NKDC offering surplus 1.2500 scale O.S.Maps. Proposed by Councillor Pittendreigh and seconded by Councillor Johnson that the Clerk contact NKDC and request two copies of the maps if possible. All agreed and resolved.
      • c: An Email containing the notes from the South of Sleaford Cluster Meeting – 21st July.
      • d: Thank you letters for Parish Council donations from Sleaford and District Citizens Advice Bureau, Heckington Voluntary Car Service, Helpringham Playing Field and Helpringham Memorial Hall.
      • e: A letter from Action Group Against Sempringham Turbines against the proposed Wind Farm at Sempringham Fen.
      • f: A letter from Community Lincs regarding Play Area Safety Training.
      • g: A letter from Highways Dept regarding replacing the grates on the village green with manhole covers which cannot be removed. Work has already been carried out and completed.
      • h: A letter from NKDC regarding a Strategic Housing Forum Consultation on Affordable Housing on 1st September. Councillor Bourne has agreed to represent the Parish Council at this meeting.
      • i: A letter from the East Midlands Fire and Rescue Control Centre regarding their new premises at Castle Donington, Leicestershire.
    • 9. Overgrown Hedges in the Village. Councillor Johnson commented on the state of some of the overgrown hedges in the village. Proposed by Councillor Johnson and seconded by Councillor Pittendreigh that Councillor Johnson put a reminder notice into the next Village Newsletter reminding residents to trim back their hedges. Also that the Clerk write to the Highways department regarding the state of the hedge which is partly obstructing the footpath at 22 The Green, Helpringham. All agreed and resolved.
    • 10. Chairmans Report.
      Cluster Meeting. The Chairman reported on the recent Cluster meeting at which an agreement over the purchase of the speeding advisory instruments was made and he understands that the items will be purchased by Swaton Parish Council and should be in action soon.
      C1 Planning Consultation. The Chairman also commented that at the Cluster meeting it was discovered that some of the local parishes had not received a copy of the C1 Planning Consultation document but were now aware of the proposed planning regulation changes.
      Local Validation Criteria. The Chairman had received a Local Validation Criteria Letter and asked Councillor Johnson if he could log onto the applicable website to view the information in more detail as he had been unable to do so.
      Bridge Progress. The Chairman reported that a meeting had taken place recently to discuss the continuing work on the bridge but was surprised to find that the Parish Council had not been invited despite our request for feedback in light of the concerns that the village had raised previously with regards to health and safety issues on the bridge.
      Proposed by Councillor Pittendreigh and seconded by Councillor Johnson that the Clerk write to Network Rail asking for feedback from the meeting and details of what resolutions if any have been agreed. All agreed and resolved.
    • 11. Vice Chairmans Report.
      Opening of the Bowling Green. The Vice Chairman invited Councillors to attend the official opening of the Bowling Green on Sunday 17th August in the afternoon.
      Councillors Training. The Vice Chairman reminded Councillors about the Councillor Training on 11th November 2008 at Osbournby Village Hall.
      Filing Cabinet. The Vice Chairman reported that the final paperwork review had been completed and that the filing cabinets needed to be swapped over so the Parish Council would have a lockable filing cabinet. All agreed that she would speak to Councillor Spencer to organise help and transport.
    • 12. Finance
      • a. August Financial Report. Proposed by Councillor Bourne and seconded by Councillor Johnson that the August report be accepted. All agreed and resolved.
      • b. Accounts for Payment. Proposed by the Councillor Bourne and seconded by Councillor Johnson that the following cheques be signed. All agreed and resolved.

      • c. Erection of Bins. Agreed to carry this over to the next Parish Council meeting as Councillor Robinson who has examined the bins was not able to attend the meeting.
    • 13. Public speaking time discussion. No public participation to discuss.
    • 14. Date of next meeting. Wednesday 10th September.
    • In view of the confidential nature of the business about to be transacted, it is advisable in the public interest that the press and public be temporarily excluded from the room and are instructed to withdraw.
    • 15. Review of the Clerks Employment Status. Agreed to carry this over to the next Parish Council meeting as several of the Councillors were unable to attend the meeting and also to obtain further instructions from L.A.L.C.

FAMILY SERVICE AT SWATON

This short, informal service, suitable for all ages, continues on September 7th at 10.30am, and on every first Sunday of the month following. Tea in the hut afterwards. all are very welcome

Yet again we seem to be at a time of crisis in the church. What’s new?

Recently, I came across these differences between an optimist and a pessimist:-
"An optimist looks at an oyster and expects to find a pearl: A pessimist looks at it and expects food poisoning."
"The optimist proclaims that we live in the best of all possible worlds. The pessimist fears this is true."
"The optimist sees the doughnut but the pessimist sees the hole."

For some the future is something to be eagerly anticipated as they think of the hopes and dreams they have. For others, it is viewed with a sense of concern and trepidation. Change is difficult enough to manage, but even more so in the church, as we tend to think of the church as a place where nothing changes. But the church must change – it is God's love which is unchanging. The God who loves us so much that He sent His son to die on the cross is not going to turn his back on us or abandon us. He still has purposes and plans which He wants to work out through his church. For this reason as we look to the future as Christians, we can do so with the faith that can help us overcome all our fears. His faithfulness will keep us to the end.

An old friend in Yorkshire used to say "Synodical Government has encouraged many to think of the church as a democracy. It's not – it's a theocracy. We can debate as much as we wish – in the end it is God's church, not ours. The God who is still in our midst, and shaping us, his people, into the image of his Son. But that shaping can be painful as well as liberating."
